Consular services in questions and answers

Roman Yurievich Oleinikov,
Head of the Consular Section of the Embassy of the Russian Federation in the UAE

Dear readers, I would like to draw your attention to the changes that have occurred in the consular department of the Russian Embassy in the UAE.

Since May 2012, the consular department of the embassy was headed by Roman Yurievich Oleinikov. Roman Yurievich graduated from the Institute of Asian and African Countries of Moscow State University. M.V. Lomonosov. From 2007 to 2009 he worked at the Embassy of the Russian Federation in the Republic of Sudan. From 2009 to 2012 - attaché, third secretary of the Department of the Middle East and North Africa of the Ministry of Foreign Affairs of Russia. We want to thank everyone who sends questions to the consular section. By tradition, we provide answers to the most frequently asked and interesting questions for Russians.

Question: How can I apply for a Russian pension? Is it possible to receive it while in the UAE?

Answer: A pension appointed in accordance with Russian legislation, based on a written application of a citizen, can be transferred outside the Russian Federation at the place of his permanent residence (directly by the Pension Fund of the Russian Federation) or paid in the territory of the Russian Federation (by the territorial body of the Pension Fund). To assign retirement benefits, as well as to resolve all related issues, you must contact the Pension Fund of the Russian Federation directly. Labor pensions and state pensions are transferred abroad. Social pensions abroad are not paid. Additional information can be obtained on the Internet portal of the Consular Department of the Russian Ministry of Foreign Affairs in the subsection "Information of the Pension Fund of the Russian Federation" in the "Pension issues" section of the "Consular functions abroad" section.

Question: Where can I find out the tariff for consular fees? How can I pay?

Answer: The tariff of consular fees can be found on the website of the embassy. Payment is made through any branch of Abu Dhabi National Bank. Consular fee is charged only in emirate dirhams.

Question: I want to make a marriage at the consular department of the Russian Embassy in the UAE. I am a citizen of Russia, and my future husband is a citizen of India. Can we apply and register relations with the consular section of the embassy?

Answer: Registration of marriage in the consular section of the Russian Embassy in the UAE is made between adult (18 years of age) citizens of the Russian Federation, if at least one of them resides in the UAE permanently and is registered with the consular department, on the basis of an application submitted by both of them . Registration of marriage is carried out after a month from the date of application. A marriage between a Russian citizen and a foreigner can be issued exclusively on the territory of the Russian Federation

Question: Am I obligated to become a consular officer? Why is this necessary?

Answer: Citizens of the Russian Federation who are outside the Russian Federation have the right to register (register for consular registration) with a diplomatic mission or consular post of the Russian Federation. The consular department of the Russian Foreign Ministry strongly recommends taking this opportunity. While not mandatory, this procedure will resolve many issues without leaving for Russia (providing information about the upcoming elections and referenda), and will also facilitate returning to the homeland in case of loss of documents, military operations, mass riots or natural disasters in the host country. This form of consular support of its citizens abroad exists in the practice of many states and in no case does it infringe on the rights and freedoms of a citizen.

Question: I did not accept a power of attorney issued in the consular section of the embassy in Russia. What to do?

Answer: Registration of powers of attorney is one of the main notarial actions in the practice of consular posts. Nevertheless, some Russian authorities show increased "vigilance" in relation to consular powers of attorney. For example, Sberbank branches often double-check with us whether this or that power of attorney was issued. If you do not accept a consular power of attorney somewhere, you can appeal against such a decision or at least insist that this body turn to the consular post to check your power of attorney.

Question: If I withdraw from registration at the permanent place of residence in Russia and register for permanent residence at the consulate, how quickly can I get a new passport?

Answer: In accordance with the law, the deadline for applying for a passport through the consulate for all categories of citizens over 14 years is 2-3 months. The presence or absence of permanent residence in this regard does not change anything.

In conclusion, I would like to remind you: if you have not found the answer to your question on the pages of the magazine, please contact the consular department of the embassy at the email address [email protected], and they will answer you.

See you on the pages of the magazine "Russian Emirates"!
