Menilbekov Madiyar Smadilovich was born on February 8, 1978 in the Merken district of the Zhambyl region. He studied in Tripoli and Kazakhstan, graduated from the Masters of the Kazakh University of International Relations and World Languages named after Abylay Khan.
A specialist in Arabic language and Islamic studies, from 2002 to 2005 Madiyar Smadilovich held the position of senior lecturer at the Egyptian University of Islamic Culture "Nur-Mubarak". From 2005 to 2006 he taught at the Academy of Public Administration under the President of the Republic of Kazakhstan.

In April 2017, he was appointed Consul General of the Republic of Kazakhstan in Dubai.
